This brings up a hidden settings window which can be used to adjust what is loaded at the time your computer boots up. Try adjusting these settings but be careful when it comes to services because this could prevent certain parts of your computer from working properly.
4. Registry
   Another very common cause of these problems is due to registry errors. The registry is a large database which stores lots of settings for your computer. If this becomes bloated or corrupt then it can slow down your entire computer. Use a registry scanner to clean it up and make your PC faster.
5. Last Resort
   The last resort would be to format your computer and reinstall Windows Vista again. Over time windows collects lots of unnecessary information which will cause it to run much slower than it does normally. Just make sure you have access to the product ID key and all of your drivers before starting

Windows Vista slow startup and shutdown problems are annoying however putting them right doesn’t have to be very difficult as long as you think systematically.
